Motorola Talkabout MS350 Two Way Radio

I have 2 MS350R radios and they suddenly stopped transmitting. They power on and receive NOA alerts and look like they're working fine but they won't communicate with each other. This is very frustrating and am looking at throwing them away and getting new radios that are dependable for work. Have gone through all settings and the manual too. Nothing will get them to communicate together.

How does the repeater work.with out being programmed

does this come with headsets and if so does it come with the 1518 surveillance headset with push to talk microphone
