This problem usually happes when you are trying to install an application which is no longer compatible with your android device.
So to fix the issue we need to edit the manifest of the application and change the API version.

All these so- called parse error fixes I've read so far require some sort of pre - downloaded App to fix the problem .
What about if the parse error prevents your android from downloading anything , so these repair APPs are unavailable
