Simple, the flow of US sourced income to foreign persons. Or citizens earning foreign sourced income. Withholding agent is defined at 26 USC 1441.
W9 tracts US sourced income and makes the last US PERSON liable to withhold and pay tax before paying over to the foreign person.
W4 is used to withhold at the source prior to paying to the foreign person.

Just look at how other countries do taxes. Way simpler.

US taxes are so complicated and full of so many loopholes they had to bring in standard deductions and minimum tax rates.

The Constitution under Article 1, section 9, clause 4 prohibits "capitation" taxes and other direct taxes without apportionment: "No capitation, or other direct, Tax shall be laid, unless in Proportion to the Census or Enumeration herein before directed to be taken "

The Supreme Court has declared the meaning of "income" to be fixed and confined to objects proper to an excise. Objects proper to an "income" excise are privileges--which is to say, activities not of common right--and even then only to the extent that such activities are profitable and fall under the taxing authority's jurisdiction.

Consequently, the only lawful objects of the "income" tax are activities for which one is paid by the federal government or federal agency or instrumentality for activities effectively connected with the performance of the functions of a public office (as an "employee" earning "wages, " see 26 USC Section 3401(a)(c)(d)) or a federal instrumentality, or federally chartered "State" ("state" defined as DC and territories) worker, or activities as a paid officer of a federal corporation.

Private sector non-federally connected activities and business earnings and receipts are not subject to the federal "income" (excise) tax. This includes the medicare, social security and most of the 50 union state taxes. Why pay out 20-30 percent of your annual earnings or receipts for a tax to which you are Constitutionally not subject into entitlement programs projected to be bankrupt by 2033, if not sooner, to a govt that overspends the unlawful public skim an average of 1 trillion annually to pay for career politician's virtue signaling promises, endless wars and the deep state's global enslavement agenda?

Learn the truth. Keep what is lawfully and morally yours and uphold the law while simultaneously scaling back the size, scope and corruption of the government and defunding the criminals in DC.

Listen. There is nothing in a flat tax code that prevents govt from using that same tax revenue to incentivize any behavior they want. And obviously with less complexity there is more compliance. The only reason for the complexity of the tax code is to give people like you a job. It creates an entire industry that would not otherwise exist. So if you work in the industry be thankful for the complexity but don’t pretend it’s the mark of an advanced industrial economy. That’s ridiculous. There is nothing in legislative complexity that makes US businesses more productive. In fact it’s a noose around our neck. We don’t need big daddy to save us we need him to stop through throttling us. I think your argument is almost child like. Daddy won’t make us a big boy by sucking up our time giving us a time out. That time and money sucked out is better spent creating jobs and and increasing real GDP. Read the 80/20 principal. Sorry I got so mad.

Stu stu stu Stuttering during presentations, always throws me off. These folks need to get comfortable with public speaking and being recorded first by practicing before they start presenting. You know you know you know needs to come out of the presentation as well. If people knew there would be no reason to present. There is no need to keep talking about the dislike of flat tax. Say it once and keep it moving. Practice and get rid of the nervousness first, then do your presentation. That's how you make yourself look like an expert.

i wish i had an extra thumbs to give this video 3 thumbs down, complexity tax code, really doesn't not like flat tax except the reasoning that it is not complex enough...the title is misleading so i have zero reason to believe the incoherent rambling in this video deserves any merit and i will start looking into the tax code because the complexity now sounds like a shield to me
