Switzerland has 26 cantons and each canton has a capitol.
Bern is therefore, legally speaking not the capitol, but the federal Headquarters!

Technicly it‘s the federal city.
I know, I know…
But by constitution switzerland just doesn‘t have a capitol city.
Just like south africa has a special case for having 3 seperate capital cities.

Bern is *not* the capital of Switezerland. Switzerland doesn't have an official capital. Bern is the de-facto (in effect but not formally recognized) capital and is referred to as the federal city. It is home to the president and the federal palace, which serves as the seat of the government and the parliament.

He is elected by parliament.
