My charger works fine in that it lights up but then doesn't charge when plugged into my dell inspiron 5520 and the light goes out. And the computer won't start up. Is it the mother board? How to Fix?

I just found one of these in the trash, but when I powered it on, it beeped five times. According to a Google search, that means CMOS battery needs replacing.

Dell REALLY wants you to throw these laptops out, don't they? There is absolutely no frigging reason you should have to disassemble the whole frigging laptop just to change the damn battery, especially when they KNEW it would eventually wear out. They could have easily put it under a cover on the bottom.
