the way momentum works in Brawl is that there are many different sources of “Kinetic Energy.” IIRC there are some for wind, water, gravity, motion (a character’s specific state animation), action (a character’s state that can have multiple animations), GROUND FRICTION, and a few more including some for final smashes (like landmaster). The reason for Ike’s sliding is likely due to one of these not being properly cleared upon having the SideB canceled by the ice and remains uncleared because of the lack of much friction. Counter used a command in the animation that set one of the kinetic energies to 0, but because the other wasn’t cleared he immediately starts sliding at the velocity he would have if not for the spring

Here's something I feel like just putting out there, since I've never seen anybody talk about it
My sister was a kirby main back when we played brawl when we were little, and as such we saw his final smash a lot. Enough to find out exactly how its hitbox works, and it's actually a little complex.
Most straightforwardly, if you roll or spotdodge at the very moment he bangs his pans, the hitbox will pass and you'll be safe, it's only active for that one moment (though the timing can be tricky.)
But the more interesting part comes with items. The range of his final smash actually changes depending on where items are currently sitting, and the hitbox will reach further if items are far away from him when he uses it. However, if you can make yourself further away than the furthest item from kirby, you can very consistently avoid the reach of it entirely! I'm pretty sure there's still a minimum range, but I don't remember how big the maximum would be, I know on stages like temple it can't grab from _all over_ the stage.

All of this is coming from decade old memory, so some of it may not be 100% (especially the last bit) but I'd love to see this more thoroughly tested by someone!
