Rocky Linux is a clone of Red Hat Enterprise Linux. The new Rocky Linux 9 Version is out. But I could not use it. maybe I am not familiar with it. But I could not find any applications.

EL/CentOS/Rocky/Alma is mostly a server distro. Most of stuff wasn't available outside standard repo on purpose. Ubuntu might be a better choice for you if you want something that works out of the box. Also, Manjaro with AUR enabled is fantastic in regards of easiness.

This is the exact same experience I had - no software at all, can't find anything in the repositories. Not user friendly and should only be used for server.

They have a live CD for KDE and XFCE. I was able to install the latest KDE Plasma, a desktop Red Hat upstream stopped supporting years ago. Nice to have choices when you want to run a desktop as opposed to a server.

Yum list should show what packages are available

First of all EPEL repos exist (as well as AUR in arch, multilib repos, extra repos for non free debian and so on each distro has it's own repo with extras that is not enabled out of the box for obvious reasons). Second of all you should not even use it on rocky linux as watching videos and playing games is not this distro purpose. Adding user to group doesn't require reboot but simple relogin to session. Etc. I know you had good intentions but I feel like this video didn't have enough research upfront. And distro was judged on unfair conditions that go against its intended use. :) Heck even gnome is bloat. It is not even intended to be GUI distro.
