ezpz ... figured it out in less than a minute and was pleased you did the same method I taught myself going through the official CCNA cert guide ;P. great video!
Read some of the comments ... yeah he could've started at the 192.168.5.0 and used 4 more /28 blocks 0-15, 16-31, 32-47, 48-63, but as far as explaining why E was the correct choice and why it shouldn't overlap already existing addresses... it was explained in a very clear easy to understand manner ;P.

Great video! I fav'd it for a study reference. VLSM can be so aggravating, but I totally get it when you explain it.

The question is asking to find a suitable subnet that meets the host requirements and doesn't conflict with other subnets. It's not asking to configure an ip on the hosts themselves. All of the answer choices are subnet numbers for this reason. He's aware that you can't use the subnet number or subnet broadcast as a valid host ip, he even points it out at 4:48 when figuring out which mask to use.

@kevrev7 he didn't say that was an actual address for a host he said thats the address space for the subnet so 224 is correct
