He is too well written and played to be an NPC. I bet the NPC was on the other side of the counter, not understanding basic commands from the starving Redguard giving very, and I mean, very specific instuctions.

I have to believe that the person working the counter was the NPC, my mans had all the hot dialogue options you only get as a main character. Looks like he's stuck in an unskippable cutscene and is finally released when the manager NPC starts a dialogue with him afterwards.
