oce is a small sample size region but because of the high amount of chinese/international players playing on oce or living in aus or nz from overseas the skill level is pretty high, ive played on garena and cn and obviously oce was an easier climb than both but really not by a lot, my peak on garena was d1 and on oce its taken me a similar amount of time to get to the same rank, not saying its super comparable but oce definitely isnt a super garbage region at least in low elo (below masters). above masters i wouldn't know but many high elo players say that there is definitely a massive skill gap in apex tiers between oce and non wildcard regions
