How a Honeywell 2-Stage Gas Valve Operates

if i want control the flame manually, can I install gas tap after that device?

I have a 90% furnace and it hasn't been used since last year. Several months ago I installed a Nest thermostat and when I tried to turn the heat on the furnace would not kick on. The ignitor comes on but burners dont come on. I have a 2 stage gas valve in the furnace. Is there a jumper or some other setting for the TS?
