For Big Wave Beach (hell) you can just use pea pods to counter the snorkel zombies. The pea pods shoot lower than regular peashooters and it can hit the snorkel zombie even when it's submerged underwater.

Recently pvz2 has been making more water plants so here are my ideas for a new mint family:
Aqua/watermint(consist of water plants) like:
Lily pads
Tangle kelp
Sea flora
Upcoming sea shroom
Upcoming aqua vine
Aqua/watermint
Some more mints ideas i want to sea are
Whirlmint(consist of wind plants) like:
Blover
Draftodil
Dandelion
Hurikale
Whirlmint
And engravemint(consist of ground plants) like:
Grave buster
Tomb tangler
Potato mine and its primal version
Tele-portato mine
Escape root
All of these makes a complete elemint
