I also have something to add (which might be completely wrong )
That caller is might be someone sent by Chairman Sakayanagi.

When chairman Sakayanagi got suspended from his position, he knows that Ayanokoji - Sensei Is not gone wait and watch, he is coming with full force to expel kiyotaka. That's why he wants to keep the order of the school. He is fine with the expulsion of Kiyotaka if it is within rules of school, which means he is not a friend, not an enemy.
He wants somone to take care of school itself.
Which perfectly fits with the this character, he only wants to keep the order of the school and does not want to it be affected due to Kiyotaka's presence. He is not with or against Kiyotaka.
And in the chaper called visitor, he knows Kiyotaka will be in his room, but doesn't have any idea about Arisu, still he recognises her just by her voice. It is only possible if he knows her very well. That's why I think he is someone from Chairman Sakayanagi.

Havent watched the video or read y2 v8 but I'm 100% sure it's ishigami. Chei recognizes him and thought he was a second or third year so he was already in the school pre y2 and we know he is at least above tsubaki in terms of intelligence and easily top 3 manipulators in cote. ALso him not wanting to fight Koji lines up with him not showing up to the first year leader meeting in I think y2 v2
