when it comes to heated grips on BMW’s the “Hi” setting is intended to get the grips up to temp quickly. The grips will get too hot unless you have thick gloves on. “Lo” is the normal operating setting.

The hole, or flat spot you speak of is in the ecu only in north American models. A simple flash unrestricts it and becomes a monster in the whole rpm range.
