Is no help the door next to the Galactic key if you go through that you’ll be sent back to the beginning and don’t have to retrace all your steps

I’m playing shining pearl and I beat the 7th gym, but I guess I beat the galactic grunts at the entrance at the lake before you go to snow point city before battling the gym leader. I tried to go in the lake at snow point but it won’t let me surf on it and so I flew to veilstone city because that’s what I seen in a YouTube walk through, but theirs no grunt waiting outside the galactic base for me with the secret key. I’ve been stuck at this point for 2 days now and still don’t know what to do, please help

Use the key on the back storage door to quickly get out to go recover and such
