This reminds me of one time I asked one of my players what they would rather do, fight a tarrasque at 16th level or something else (I can’t remember what the other option was). The player then gave me an in depth description of how they would kill the tarrasque, stash it’s body, get famous for killing the tarrasque, become incredibly wealthy by selling the tarrasque’s hide, and eventually take over the world with her overwhelming power, and wealth. All of this response being right off of the top of her head. It was at that point that I knew to be scared of my players instead of them being scared of me.

Actually a governing state that relies on the power to kill each other in order to maintain balance is rather common (as kings invade countries due to this fact), but a good example if you wish to build that specifically would be the demon realm in Yu Yu Hakusho:
Three elite demons holding off at a stale-mate as they would have to go all out on one demon, only to allow themselves open to the other demon's attack. Each one ruling a third of the realm with other demons joining them and living in 3 seperate kinds of lifestyles

One glaring flaw with DM's plan: He's made at least 3 infinitely powerful characters. That divides the power a bit, as we all know they'd each want to be number one, so they would compete with each other.
