I've got one of these. Honestly, my dog and I both hate it because it doesn't adjust nearly as easily as this video. Very frustrating.

I’m having the same problem adjusting the neck my dog has gotten loose twice with this thing. He completely got his head out of it and ran into the street. I am sending it back I have tried a tried to adjust it but it’s not working.

Tightening the strap around the front of the chest would be by the back buckles, right?
EDIT: Nope. Nothing I change tightens it around his chest. Front ring is completely unusable.
