That looks like what we call a deer fly or yellow fly in NC. They are active late May to Mid August. Usually found around a stand of trees especially long leaf pines.

They're don't produce parasitic larvae - they lay eggs in bee and wasp nests, and then the host feeds and raises their offspring. Effectively a cuckoo type set up, though I don't think the larvae push the host offspring out!
