Tying a dog to anything during a hurricane is so unfair to the dog. At least set them free so they have a chance to flee. I’m glad the officer had compassion in this scenario. Of course the dog is scared and dogs growl when scared. Thanks to all the people trying to help their and other people’s animals in floods and other disasters. ❤
