Of course it's not working. This is not valid and as you can see admin have a full control in this case . You can't access it like this to admin account.

ok, basically your tutorial is telling us that you can change remove the Admin password if you are already logged in as an Administrator. Damn! total wast of time listening to this.

First go to control panel and click on add user and add another user(account type should be standard) and after creating change account type to administer then you are able to change previous account to standard account...after that change the recently created account to standard back and then delete the both(but before that create local user)

The usual bullshit. If you want to remove the admin password because you can't remember it, how are you supposed to open a cmd prompt as an administrator without the password? You can't.
