Why? Focus on the pillars.
To many new admissions will cause the EAC to implode before becoming a Federation. Do you think Ethiopians will be exited to abandon Amharic as a national language and Introduce Kiswahili. Let’s keep in mind that they also have a different writing system.

I think the EAC should pause on the membership of new states, and focus on establishing a confederation, then continue with a full federation. One Nation. With a single vison, instead of multiple.
