Some elections will be free, some will be unfair, and some hold the potential to turn violent. All these trends are taking shape in addition to the usual economic shortcomings and political reforms. When he talks about Togo, one of the very less known african countries and he does it right, I know this guy has researched and know what he is talking about. He also didn't highlight Togo when he was talking about sahel terrorist threats while other people would have generalized the whole region.
