CFL Reversed Offside Call

An offside call was called against Saskatchewan, they took the ball back 5 yards. There was a pause from the officials, and you can see head official Al Bradbury communicating in his headset with someone not on the field (ie not Calgary's bench). After a discussion, the ball was placed where the previous play ended and announced (hard to hear in the video because the announcer begins talking over it) "The video replay judge has determined there was no offside on the play. It will be 2nd down". Chris Cuthbert mistakenly thinks that Calgary had decided to decline the penalty, and that's why they reversed the call, but that's NOT what happened. There was no challenge from either team, the overturn came from upstairs.
So this begs the question, why/how could they overturn a call like that, but more importantly, if they are able to overturn penalties like that on the fly with no challenge why was neither hit to the helmet on both Zach Collaros and Brandon Bridge later in the season reviewable? The hit on Collaros had to be challenged by Saskatchewan, and the hit on Bridge was just left with no penalty, even after multiple angles showing the obvious penalty were shown. What is with the inconsistencies, especially when you will overturn a meaningless penalty like this but not a potentially dangerous play affecting player safety?
