In the tropics, the Sun passes directly overhead, just twice a year. For Honolulu, the dates are May 26, and July 15. At Solar Noon the Sun is directly overhead and objects like flagpoles cast no shadows. In Honolulu the Sky Gate sculpture casts a circular shadow only on these dates.
