I would argue that portugal was the first modern nation to fit it the idea of nation-state, even before that concept beeing created.
this country was created by the independentization of a county, wich has less levels of hierarchy in the feudal system, therefor, the count had much more centralized power than the king, wich lead to a very centralized kingdom, with a feudal house controling the majority of the country, this system produced one of the most homogenous nations on earth, with a unified language and culture
