It may not be completely correct where you mentioned the salary threshold increase of 38K from 26K affected those who were already UK with Skilled Worker visa with a lower salary before the change; they can continue to work under their existing salary conditions unless they need to apply for an extension or settlement hence needing another sponsorship.
So usually for such a big rule change government always provides a transitional period or rule to not affect those who are already in UK and counting towards 5 years. It only affects those who will be arriving in UK if and when the prposed rule is implemented.
Just as an example those who arrived in uk with less than 38K salary in skilled worker visa in 2023 or prior will still be able to count 5 years towards ILR. The only thing is while applying ILR you require to make sure your salary is over 38K threshold

But if someone already on Skilled worker visa route from before 2029 so will b affected on him or her these proposal legislations ? I think not, because he is already taken paid the fees as well 3 or 5 years and on the route of previous law

Sound decision and he should not sign any contract for five years but four so that no one gets permanent residency and citizenship especially Indians.
