For full context: there is a way to bring this Black Widow back but the price is restarting the Infinity War and End Game. Gamora came back only because she was an earlier version of that person. The same could be done with Black Widow, by removing her at an earlier point, in this case start the process back over. Unless you of course replaced her later, at the same time you took her from. This is that Bill and Ted logic, “we are outside the police station so later we will go back in time and steal dad’s keys.” Instant effect. Of course, Black Widow’s fate must remain a fixed point in time to keep the timeline correct.

I really hate that Disney wrote-off Black Widow, she really could’ve stood as a leading force going into the later phases.

But in retrospect Marvel gave her an emotional send-off; she rectified her sins, made new families, and became the active leader by Endgame. In their universe she became essentially the centripetal force that put Cap and Tony onto their respective paths, challenging their principles.
