Connecting Competencies for Learner Mobility

Education's role in creating mobility requires institutions to be flexible enough to recognize what competencies someone already has, connect competencies across non-credit and credit offerings, and continue to offer value by aligning competencies to employment. These practices are drastically different from what our traditional postsecondary learning system provides. Our current system is rigid and linear, uses time-based measures of learning, and favors one type of learning and credential. The outcomes can be seen in the resulting inequities produced by race/ethnicity, income, age, and work intensity.

A competency-based education offers a foundation by which these challenges can be solved by leveraging new technologies and standards for digital credentials and competencies. This session will provide insight into how Competency-Based Education Network members lead the way by leveraging the IMS Global standard for Comprehensive Learner Records and digital verification tools to connect competencies for mobility. Furthermore, insights will be provided about how these efforts can scale through the adoption of common interoperability principles by the education, technology, and education sectors.
