Nobody is homeless in Japan, because Japan considers itself a home to anyone in Japan. Therefore, homelessness is 0%.

Just because one doesn't own or rent conventional housing doesn't make them homeless. I'm more shocked by the suggestion that in the US, those living with friends or in functional RVs are counted as being homeless. If that's the case, then we are inflating our homeless stats and Japan's figures are correct. A lot of people choose to live in unconventional ways but are not homeless. If one sleeps on the streets, in tents in areas that aren't zoned for camping, in shelters or in non-functional vehicles then they're homeless. The vast majority of homeless in the US choose to live on the streets because they're on drugs and irrational. Rational people who have fallen on hard financial periods do not sleep in tents, they immediately go to a shelter, utilize one of the many free services that help people get jobs and housing. The drug zombies choose not to utilize services because those services come with rules, such as passing drug tests.

Our family lived in Japan. We saw people living in large pipes that came out of mountainsides, alongside roadways.

They cooked right outside of the pipe, 5' from cars driving past.

The official number of homeless in the u.s. is a figure put out by the government and is certainly a lowball estimate. Since there is no possible way to know a more accurate number it is likely that there are more than a million homeless in America.
I would propose the following definition of homelessness: anyone who doesn't actually own, free and clear, their dwelling unit (house, apartment, condo etc.), is homeless. Your mortgage can be foreclosed on in 5 minutes, and you're homeless. You can be evicted in 5 minutes, and you're homeless. If your living situation is dependent upon the mercy of the capricious whims of a landlord or financial institution you are homeless.
