THEY AREN'T ross gets deadstock shoes from shoe stores such as kicks usa and footlocker as the companies sometimes have deadstock shoes that are overstocked and aren't being bought so they ship them to marshalls and ross to sell. Ross makes a profit on what they sell but a % goes to the companies.
