If it still doesn't work, here is the solution:
1) Do Windows+R (you'll get the Run window)
2) Type %appdata%, click OK/Enter
3) Quit the Roaming folder in order to go in the AppData folder
4) Go in the Local folder, so you arrive in AppData>Local Folder
5) Search Steam folder and delete it
6) Restart your computer and try to open Steam again.

Oh thank goodness for this! I've been dealing with this for a while and I'm so happy I no longer have to fully restart my computer when this happens!!
