I think savitar is second as he’s faster than current base flash. Now don’t get me wrong, Barry does have huge bursts of speed at times, but usually he runs far slower than savitar. Plus devoe won’t be able to think fast enough to avoid someone who will stab him in the heart faster than Mach 90
