For anyone getting the foreign maintenance error, this is how I fixed mine.

First of all, turn off the game and the vpn. Then if you're connected to wifi, turn it off and change to cellular data. Turn the VPN on after changing to cellular and try to login again. You can also try doing it the opposite way as well. Hope that helps.
