That is actually not the most optimal explanation.
Lets say you have LogN(x)=y

You will display the number x relative to the base with y number of digits.
You just convert the number 16 to base 2 which is "1000" and now you count how many digits you needed to display the number in the base which is 4.

Note that if you have any number that is not a power of the base you will get a floating point number e.g. log2(16) = 4.08... which means you still need 4 digits to display the number
