It looks more like a very young Great Horned owlet. He must've fallen out of his nest. They're very vulnerable at that age and need to be rescued by a specialist such as an owl sanctuary. You'd never be able to rescue it on your own because their nests are too high up in the treetops, and even at two or three weeks of age their talons are dangerous.

THAT IS TWO FLEDGLING SCREECH OWLS. YES, THERE IS A SECOND OWL BEHIND IT.
With two of them there, and not quite old enough to fly well. I would call animal control, so they can call a wildlife rehab specialist to get these babies back where they belong.
