ASRock H97M-PRO4 Fast boot from cold start

ASRock h97m pro4 motherboard set to fast boot, Intel i5 4590 processor, and a Samsung 850 EVO. From the time I press the power button it takes 8 seconds to get into windows 8.1. This is not from hibernate, this is from a cold boot. That short flash you see right after you power it on is the bios screen. With this set to fast boot mode you have to be pressing the delete key as soon as you press the power button to make changes in the uefi bios. Alternately, asrock has a program in windows that you can run to boot to uefi so the next time you reboot it will stop in the uefi bios for you. Finally a motherboard that doesn't waste 10 seconds in POST and device screens before it even starts to load windows. My older i7 with an Vertex 4 SSD can boot to windows in about 23 seconds once it starts to load windows, but it wastes about 10 seconds when I fist turn it on so my boot time from cold start is really 32 seconds. Needless to say I think this ASRock H97M-Pro4 board is amazing.

I can see this ASRock h97m pro4 motherboard is well made. I wonder what terms or technology I need to look at when I look for motherboards which has really fast bios and boot sequence. Do they always claim themselves to be "fast boot" anyway?
