Actually planes can fly faster because of the rotation of the planet, however it is a bit more indirect. Because of the uneven heating of the earth, and the fact that the earth is spinning, there are upper level winds (that can be both westerly or easterly) that cause planes to fly faster or slower. These winds would not exist in the absence of a spinning earth, so indirectly, yes they can make it go faster.

The jet stream typically moves from west to east because of the earth's rotation (Coriolis effect). So in a very round about way, you could say the earth's rotation influences the speed of jets as they often try to take advantage of the jet stream.

Since you already move in the direction of Earth's spin, whatever you do after will already take into account that initial spin speed. It's all about frames of reference.
