The parent has to do proper research on the school of choice because if the child goes to a school that's way above board then they're previous school they're going to have problems and find themselves back at the failing school they have no business being in.

Well if I own a store, I'm going to put money into the store to make it more profitable. I am not going to give myself a raise, what sense does that make? I have to wait till it becomes more profitable then I could give myself a raise but these people want to automatically get a raise when they have failing schools. WHAT??? The schools that are doing well, okay give the teachers raises. Do not reward bad practices, that makes no sense whatsoever.
