so i've been using this mod loader for years and it just refuses to open when i try to launch it

so this is a old vid but i cant seem to instal Trove tools mod loader when i try to instal it just doesnt want to open and idk why

So I followed the steps correctly and all, it installs the mods and I see them in my "mods" file when I look at the file path but whenever I open up mods in game it says
"Mod Loading is Disabled" ] This is the most concerning part because I don't know what to do.
"Please check your settings." ]
The files icon is like a paper with the top right corner folded in.
It fixed when I did Windows + R and deleted the cfg in troves app data.
