This is Lann in Wrath of the Righteous for me. The man exclusively knows how to roll 20's and 1's. To the fact that among my friend group "Thanks Lann, you're so awesome Lann." Has become a meme in and of itself.

The dice ARE weighted. You have to turn it off in the options. If you get too many successes, it'll throw in a failure on purpose. Or too many failures, it'll throw in a success.
