Did everything close down in the 40's when polio, scarlet fever & rheumatic fever were rampant ? No they simply quarantined individual houses and families, and perhaps neighborhoods during outbreaks . The health department had signs made to put in the quarantined houses windows so people would know . Those families had their groceries and goods delivered to them.
