So the signup process needs to be rewritten because it’s highlighted potential for abuse, in this case already abused and the implications are too great to ignore. Maybe not a data leak, but still dangerously so.

But why does WhatsApp tell if the number exists.. why not just send an OTP on the number and proceed if they give the OTP

this can work on any website creating user accounts using phone number. Blaming this on WhatsApp is very stupid, if you know how things work in tech you know this. *And this cannot be classified as hacking*

So here I'll give you short advice about WhatsApp.
Immediately turn on two way verification at your settings to prevent someone take your number on WhatsApp, also turn off voicemail at your simcard.
They are using spoofing actually spoofcard app to call your voicemail as you because they are calling and your number appears, so network provider didn't see any suspicious activity coz you call your own voicemail to check messages. If you call your voicemail from other number you need to pass security but if you call your own voicemail is just 4 or 6 digits password depends on network provider. Most of us didn't use voicemail but it is always on if you didn't turn it off, if you didn't set your password it is 1234 or 4444. They has way to reset your password so better just deactivate your voicemail.
Person who like to get your WhatsApp just install WhatsApp app on his device and put your telephone number there, it send SMS to your simcard and of course you ignore it coz you didn't ask for verification code. After few minutes they ask for code again but second time they can choose SMS or CALL, they chose call and you get call from British number or maybe some other too, you didn't pickup coz you don't know number so it automatically record voice message with code on your voicemail. They call your voicemail using spoofing they give 1234 code and they listen to your code for WhatsApp which they put to their WhatsApp app and since then they use your number and you can't get it back even you have your simcard coz they will put double verification code and you surely didn't know their code. You can report it and since then you must wait 7 days to reset your WhatsApp account, if you didn't make it fast or still didn't activate double verification code they get it again fir another 7 days if you report or forever if you didn't. So this is actually big issue coz someone is using your app and you can't. WhatsApp didn't have any leak, it is fault of cellphone network provider but they didn't care. WhatsApp gives code to "you" as owner coz they call your number and send SMS to you. Only one fault of WhatsApp is they has no support or way to contact them. This system is self-sufficient based on forum because it's owner is so greedy and he cut all costs. WhatsApp is nice app and is safe if you follow my instructions.
You can't contact WhatsApp support and your network provider is fully ignorant as well. So take care your own business like I do.
