It's really simple, people who produce more than they consume are assets, people who consume more than they produce are liabilities.
80% assets can easily cover 20% liabilities, 20% assets CANNOT cover 80% liabilities. People who make no more than enough to support themselves but still takeup space and use infrastructure are themselves liabilities (albeit, fairly neutral liabilities).

The entire CCP is a liability that consumes several times it's population percentage of assets while actually destroying assets by doing things like paving over farm land.
