But below the hills the remaining 90% land of the state has been given to Kukis & they're even allowed to buy lands in the 10% hilly areas where Meiteis live. On the other hand, Meitei people can't buy lands in the remaining lands. So tell me how is this not unconstitutional, injustice, partiality?
