The figure they presented are slightly misleading since they were nationwide figure. The report shows no indication of prices outside of London would fall (although I think they probably will). So the CEBR show no Brexit effect outside of London.

In London though, that's a different story. The CEBR is forecasting outright falls in prices next year. There, it's pretty clear that Brexit will have an impact, especially on prime real estate. So the fall in nationwide figures have a London effect in them, hence the drop to 2.2%.

It's also worth pointing out that the CEBR does not have a very good track record of forecasting downturns. Their research often tends to be overoptimistic.
