The Command Prompt in Windows isn't a "real" CLI. For example, you can't control the whole operating system with the Command Prompt. In Linux, for example, you can control the whole system with both using the GUI or the Terminal. But Windows has had only a CLI, the latest version was MS-DOS 6.0, which came in 1993. Some Linux distributions don't even have a GUI!
To answer your question, the command "ls" in the Terminal (Linux) lists files and folders in much the same way as "dir" does in Windows
