I could be wrong, but don't you have to go out of the way to make radioactive steam? The steam that normally comes out of the powerplants while radio active, they aren't radioactive enough to pose a threat to living things even when the steam rains back down. Again, I could be wrong, but if right, it means Mr. Burns has a whole setup to make radioactive steam for occasions like this and that just seems so dang funny to me.
