the whole battle over DC and Puerto rico becoming states almost feels like a modern day version of you can't add that state because there will be more anti slave states/senators and it will upset our very delicate balance.

It actually required Amending the Constitution to grant the Citizens that live in DC the right to vote in Presidential Elections, the 23rd Amendment.
