The reason for the increase? Better reporting. So, was there actually an increase? Also, it is a very specific age group. 18-25. Did it go from 4 to 16? 25 to 100?
Rather than try to make some conclusions I would have been more interested in some actual numbers. A 4* increase could be going from 2 to 8. It doesn't tell is anything but sounds impressive.

if you give homeless people free food, free phones, and shelters, they’re going to come. It’s just common sense. You can’t solve the issue by making it easier for more people to stay homeless
