Analog Timer in VB.NET

VB.NET's timer has been... very frustrating to use. I manage to finish this in one night, but the main problem was that the as the timer interval counts by milliseconds, it becomes dreadfully inaccurate. I assume it's because VB sucs :D. After tons of tweaks, the timer can updates only every 5 milliseconds, though I put 4.7 millisecond intervals - and even so it's noticeably inaccurate.
